2050 Roadmap and 2030 Strategy for the Energy Transition and Climate Change of the Basque Country

The project supported the preparation of the 2050 Roadmap and the 2030 Strategy for Energy Transition and Climate Change in the Basque Country, aimed at achieving climate neutrality, strengthening climate resilience and promoting a just energy transition. The work included the assessment of sectoral decarbonisation pathways, climate change adaptation scenarios, socioeconomic impacts and technological development opportunities, with a focus on defining long-term objectives and identifying priority actions and investments.

The project involved the analysis of greenhouse gas emission trends and the Basque energy system, the identification of strategic sectoral alternatives for decarbonisation, and the establishment of intermediate energy and environmental targets for 2030 and 2040. It also included the evaluation of climate risks and adaptation measures across priority sectors, as well as the assessment of the structural economic and social impacts associated with the energy transition process.

Metroeconomica contributed to the technical assistance through the development of input-output analyses to estimate the socioeconomic impacts associated with the investment needs for climate mitigation and adaptation over the coming decade, including impacts on economic activity, employment and vulnerable sectors and social groups. The project also supported the identification of policy, fiscal and legal measures to facilitate a fair transition and promote technological and industrial development opportunities linked to energy transition and climate action.
