Project description
The project aimed to propose, evaluate and develop improvements to the scope, content and operational functioning of the Basque List of Clean Technologies (LVTL) to facilitate its wider application among SMEs, reduce administrative costs and maximise its contribution to the environmental and energy objectives of the Basque Country. The work also sought to strengthen the visibility and value of the instrument among companies and relevant stakeholders.
The project included the assessment of the factors limiting the uptake of the LVTL and the identification of areas for improvement related to its concepts, content and operational procedures. In addition, international benchmarking exercises were conducted to evaluate potential enhancements and explore the possibility of linking the LVTL to other economic and fiscal instruments beyond the existing tax deduction and accelerated depreciation schemes.
The work also focused on strengthening the contribution of the LVTL to the objectives of the Basque Country’s climate and environmental planning and enhancing the medium-term value of the instrument through proposals aimed at increasing its effectiveness, dissemination and relevance for companies and stakeholders.
