Implementation and Monitoring of the Recovery and Resilience Plan for the Green Transition

The consultancy supported the Ministry for the Ecological Transition and the Demographic Challenge (MITECO) in the implementation of Spain’s Recovery and Resilience Plan (RRP), with a particular focus on reforms aimed at improving waste management systems at the municipal level. The objective was to strengthen local capacities and contribute to the achievement of national and European recycling and waste management targets.

The work focused on analysing existing waste collection and treatment systems, identifying challenges associated with the distribution of responsibilities across different levels of government, and supporting the development of technical knowledge and expertise within municipalities. Particular attention was given to improving recycling performance, enhancing waste collection schemes and strengthening the design, evaluation and management of waste management service contracts.

The project contributed to the implementation of sectoral reforms under the Recovery and Resilience Facility (RRF), supporting local authorities in improving compliance with the European Union Waste Framework Directive and advancing the transition towards a more efficient and sustainable circular economy in Spain.
