Elaboration of the Regional Climate Change Adaptation Plan (2023-2030)

The project supported the preparation of the La Rioja Climate Change Adaptation Plan 2023–2030, promoted by the Regional Ministry of Sustainability and Ecological Transition of the Government of La Rioja. The Plan was conceived as the strategic framework to guide regional action on climate change adaptation over the following eight years, with the objective of anticipating and minimising climate-related impacts across economic sectors and society.

The work included the review and analysis of existing studies, planning instruments and regulatory frameworks at regional, national and international levels to define the context and priorities of the Adaptation Plan. The project also supported the development of the technical documentation associated with the different phases of the planning process.

Metroeconomica contributed to the project through the economic assessment of adaptation measures, including cost-benefit and cost-effectiveness analyses. In addition, the work involved estimating the economic value of climate change adaptation in La Rioja by assessing the potential reduction of future climate risks and damages, based on sectoral analyses of environmental degradation costs and the application of value-transfer methodologies.
