Project description
A long-term vision for achieving climate neutrality, strengthening resilience and ensuring a just transition in Navarra was at the heart of this project, which supported the development of Navarra’s Integrated Energy and Climate Roadmap, ENERKLINA 2050. The roadmap was designed to define decarbonisation pathways, climate change adaptation strategies and sustainable economic transformation across the region’s socio-economic sectors, while establishing intermediate targets for 2030 and 2040 and assessing the resources required for their implementation.
The work included the analysis of greenhouse gas emission reduction pathways and carbon sink scenarios, assessing alternative intervention measures and their associated costs to support the achievement of climate neutrality by 2050. In parallel, the project evaluated the potential impacts of climate change in Navarra, identifying priority adaptation measures, estimating investment needs and quantifying the benefits of adaptation in terms of avoided damages and costs compared with a no-adaptation scenario. Particular attention was also given to assessing the costs of inaction and the financial implications of different adaptation strategies.
Metroeconomica contributed to the analysis of the socio-economic implications of the energy transition, identifying the most vulnerable economic sectors, social groups and populations, including those affected by energy poverty, and proposing measures to facilitate a just transition. Metroeconomica also explored opportunities for technological innovation and industrial development linked to the energy and climate transition, identifying strategic areas for economic growth and formulating recommendations for public policies and support programmes aimed at strengthening Navarra’s long-term competitiveness and sustainability.
