The project aimed to support the review of the draft agriculture chapter of India’s Climate and Development Report (CCDR), with a focus on assessing the contribution of the agriculture and food systems sector to greenhouse gas emissions, as well as its vulnerability and response capacity to climate change. The analysis adopted a food systems approach, incorporating both pre- and post-production activities to provide a more comprehensive assessment of emissions and mitigation opportunities.
The main activities of the project included the analysis and review of India’s agriculture and food system policies, the assessment of agro-climatic hotspots, and the evaluation of climate commitments related to agriculture, including gaps between Nationally Determined Contributions (NDCs) and Paris Agreement/COP26 targets. The project also involved a literature review on the contribution of the agri-food sector to greenhouse gas emissions, the impacts of climate change on the sector, and available adaptation and mitigation options.
In addition, the project assessed adaptation and mitigation pathways through computable general equilibrium (CGE) scenario analysis, cross-country benchmarking and within-country indicators. A benefit-cost analysis was conducted at both national and state levels, including an assessment of the agriculture–water–energy nexus. The study also identified key barriers to the implementation of adaptation and mitigation measures, including constraints to private investment, and developed policy recommendations to support climate-resilient and low-emission agricultural development.
