Project description
The project aimed to support the consolidation of the monitoring and evaluation (M&E) component of Peru’s Monitoring System of Adaptation and Mitigation Measures, with a particular focus on adaptation measures in the water sector. The objective was to strengthen the monitoring of adaptation interventions and assess their effectiveness in reducing climate risks, improving adaptive capacity and supporting populations affected by climate change impacts.
The project included the development of the design phase of the monitoring system for the water thematic area, covering 15 adaptation measures, as well as the assessment of the sustainability of its development and implementation phases. Given the transversal nature of adaptation measures in the water sector, the work also involved the harmonisation and standardisation of data systems across national, regional and sectoral levels.
In addition, the technical assistance supported the development of a monitoring framework capable of evaluating whether adaptation measures are being implemented according to planned pathways, assessing their effectiveness and identifying opportunities for improvement. The project also included the identification of barriers to the implementation of the Adaptation Monitoring System, a financial sustainability analysis and the preparation of a Concept Note for accessing climate finance to support the full implementation of the monitoring and evaluation component of adaptation measures in Peru.
