This consultancy assessed how the reform of environmentally harmful incentives and subsidies could contribute to the protection of the Amazon while facilitating the reallocation of financial resources towards Nature-based Solutions (NbS). The study examined the relationship between public policies, economic incentives and environmental outcomes, with a particular focus on the conservation of irrecoverable carbon stocks in Brazil, Peru, Ecuador and Colombia.
The work included a comprehensive review of academic literature, legislation, policies, programmes and regulatory frameworks related to environmentally harmful incentives and subsidies affecting the Amazon and its local communities. In addition, the study analysed successful policy reform experiences and developed country case studies to identify lessons learned and opportunities for replication.
The consultancy also estimated the financial resources that could potentially be redirected towards NbS through the elimination or repurposing of harmful subsidies and identified policy instruments capable of supporting the protection of irrecoverable carbon. The project concluded with a set of recommendations aimed at strengthening policy coherence and supporting conservation and sustainable development objectives across the Amazon region.
