Preparation of Roadmaps and monitoring of the transformational projects of the 2030 Environmental Framework Program

The consultancy supported the development and implementation of roadmaps for three transformative projects under the Basque Country’s Environmental Framework Programme 2030. The objective was to define the strategic pathways, actions and monitoring mechanisms required to achieve the projects’ environmental objectives by 2030, while establishing a framework for tracking progress and evaluating results during the initial stages of implementation.

The work included the preparation of stakeholder, initiative and resource mapping exercises, as well as the assessment of the state of play of each transformative project. A participatory process was designed and facilitated to engage relevant stakeholders in the co-creation of project roadmaps, including the definition of priority actions, implementation timelines, resource requirements and monitoring indicators. Particular emphasis was placed on fostering collaboration and generating a shared vision for the deployment of the projects through structured workshops and working group sessions.

In addition, the consultancy supported the monitoring and evaluation of the projects during their initial implementation phase. This included the development of indicator scorecards, the organisation of reflection and review sessions with project stakeholders, and the preparation of monitoring and evaluation reports assessing progress, early results and implementation challenges. The project contributed to strengthening the governance, coordination and long-term effectiveness of transformative environmental initiatives in the Basque Country.
