Graduate in economics from the Pontifical Catholic University of Peru and Master (M.Sc.) in environmental and natural resource economics from the University College London-UCL (United Kingdom).

He is an environmental economist and specialist in environmental and social risk management of projects under the environmental and social standards of multilateral development banks and international organizations with more than thirty years of experience. He has been staff member of UNDP and the World Bank, having participated in investment lending operations, development policiy lending operations and non-lending technical assistance operations, focused on infrastructure and environmental and natural resource management, in the field of project design and monitoring, project and program portfolio management, environmental policy dialogue, institutional design and analysis, public policy reforms, economic instruments for environmental policy-making and project evaluation.

He has been a consultant for GTZ, CIDA, the Royal Embassy of the Netherlands, ​​ECLAC, UNDP, FAO, the World Bank, IDB, KfW, SDC, Abt Associates, EFTEC Ltd., Metroeconomica, H.J. Ruitenbeek Consulting Ltd., WWF, GFA Consulting Group, Ministry of Economy and Finance, National Institute of Ecology (Mexico). He has been an official of the Government of Mexico (SEDESOL).

He has work experience in Argentina, Belize, Bolivia, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Mexico and Peru. He has remotely supported projects in Jamaica, the Dominican Republic and Eswatini.
