Strengthening access to climate finance for adaptation at the subnational level was at the core of this consultancy, which supported the RegionsAdapt initiative through the assessment of financing trends, challenges and opportunities faced by regional governments. The work aimed to generate evidence-based recommendations and practical tools to help subnational authorities mobilise, access and effectively deploy climate finance for adaptation investments.
The consultancy contributed to the preparation of the RegionsAdapt Progress Report 2025, analysing progress made by member regions in advancing adaptation finance and identifying best practices from different regional contexts. This included the development of case studies, stakeholder consultations and the assessment of financing mechanisms, barriers and enabling factors influencing the implementation of adaptation actions.
In addition, the project supported the development of the finance component of the RegionsAdapt Toolkit, providing guidance on investment planning, financing strategies, funding opportunities and financial governance for regional governments. The work explored a range of financing instruments, including innovative and blended finance approaches, and delivered recommendations to strengthen institutional capacity, improve access to climate finance and support the development of bankable adaptation projects aligned with international climate commitments.
