The European Commission established a Recovery and Resilience Facility (RRF), offering large-scale financial support for public investments and reforms that make Member States’ economies more resilient. To benefit from the financing of the RRF, Member States had to prepare national Recovery and Resilience Plans (RRPs) that set out reform and investment agenda. In the case of Spain, the RRP will involve the implementation of a large number of reforms in a short timeframe and will result in a significant influx of funds to manage and invest.
This project consists of providing the needed technical support to the Government of Spain, and specifically the Ministry for the Ecological Transition and the Demographic Challenge (MITECO), to monitor the green components of its RRP, manage investments, as well as implement some sectoral reforms linked to wetlands restoration, waste management, energy storage and renewable energy.
Metroeconomica’s work within this project is focused on sectoral reforms related to waste management at the local level. The objective of this deliverable is to improve recycling collection and treatment systems at the municipal level in Spain and to contribute to the development of knowledge and expertise at the municipal level.
