The elaboration of the 2050 Roadmap and the 2030 Strategy for Energy Transition and Climate Change in the Basque Country stems from the need to establish a firm commitment to the country’s energy transition, fulfilling the decarbonisation objectives by 2050, as well as achieving a Basque Country that is more resilient to the effects of climate change. In order to undertake such a task, it is necessary to carry out an adequate diagnosis, establish a prospective horizon adjusted to reality and with a methodology that objectifies the scenarios, establish both sectoral and transversal measures in common agreement with the priority sectors and agents, and be able to establish milestones and objectives that can be evaluated, monitored and compared with the foreseen scenarios.
Metroeconomica provides technical assistance for the preparation of the key planning documents that are the responsibility of the Basque Government, for the development of the Energy Transition and Climate Change Law (LTECC). Specifically, its participation is related to: (i) adaptation to climate change (cost-benefit analysis of proposed adaptation measures); (ii) just energy transition (identification of vulnerable sectors and social groups, and proposal of measures to ensure a just transition); and (iii) opportunities for technological and industrial development (identification of public policy instruments implemented in other countries/regions and selection of the most suitable ones according to the Basque Country’s capabilities and opportunities).
